First off, going to need some information about your species, King of Heroes. So far, I know little bits and pieces, but I need solid information on what his species is listed in your perks section please. Things like what the species is and why the perks you have make sense for that species would be great in addition to anything else you want to add ^^

Accelerator is the ability that is exclusively used by Eiyū the ability is normally applied to allow him to manipulate vectors, though it has been shown that it is more than that, through the use of Eiyū's massive intellect and calculating prowess, thereby influencing his ability to understand unknown or strange laws that are unknown to him, and also making use of that particular law. The name is likely a reference to particle accelerators, though not in how particle accelerators work, like other particle accelerator-like abilities such as Synchrotron, but what the purpose of the particle accelerator is, which is to allow a researcher or scientist to get as close as possible to the truth that makes up the universe and the laws that govern it. Accelerator could also come from the vector quantity of acceleration, which refers to a body's change of velocity over time… Therefore, as this was a slight explanation of the skill that Eiyū can use it is basically stating that this ability is like that of particle acceleration however, due to the decreased level of proficiency within this ability has he would have focused more on developing his own magic it has left him only able to use two of the potential thousands of perks that come with this seemingly natural born ability he has within him.
Perk
#1: Vector Redirection - Accelerator uses this passive ability to "Redirection" or "Reflection” to reverse any oncoming vector coming towards the field that protects his entire body, the redirection ability can be done subconsciously through some simple calculations. He just needs to calculate the minimum required forces like gravity, air pressure, light, oxygen, heat, sound wavelength, etc. and redirect everything else. Things such as light, sound, and gravity are calibrated to pass through this field for his convenience, though he can undo this if he chooses to. For defensive use, Accelerator subconsciously establishes a filter that analyzes everything as harmful or not, and uses his reflect to push away anything that could harm him. It is the default and the most basic use of Accelerator's power, allowing him to be protected from nearly any sort of attack, and he even boasts that with it he is able to even withstand a nuclear missile, shock-wave, heat, and radiation. However, this ability does not come without its fair weakness the barrier for his redirection is not an absolute defense, since it only reverses the vectors that are coming towards him, any vector that comes towards his barrier and pulls away at the exact moment before hitting its field will go towards him. Furthermore, attacks that are built upon laws or vectors unknown to him can penetrate his defense.
Therefore, the defensive capability of this relies heavily on the rank at which he is currently at:

This would be the apparat calculation of this ability as to follow the defensive chart that this site shall be using. In addition, however, for every turn that this ability is up it increases the cooldown to that number plus two. With a max of being able to be held for ten post in a combat situation and only five post for a social thread.
Thanks for all the information in this perk! In my opinion, it seems mostly fine; however, there are three things I will say is that I would like you to change is that this should be an active ability, not a passive one. Not only does it unfairly prevent sneak attacks for the most part, but it can act without you needed time to react while still allowing you not to have to defend against things you don't want to. By making it an active ability, it would be like most defenses, which have to be actively created. Passively having it be a defense means you could block attacks you don't even know are coming, which is unfair for those who would usually have the element of surprise. It also forces you to react to attacks to some extent instead of allowing you to say they were just reflected. However, at the same time, it retains the same usage you would want from it, so I believe it's a fair balance for a defensive ability. The second is that the spell must be nullified, it cannot be redirected back at the opponent; that's basically allowing you to cast a free spell at them. The last thing is that the duration must increase with rank; information on duration can be found
here.
On a minor sidenote, you might want to add air to the list of those things that are calibrated to pass through it for his convenience. Overall, however great job on the perk, it looks really cool. If I have this correct, the area is around your character's body and the cooldown is +2 longer for than it was sustained for.

Perk#2: Vector Control - is the active effect of the Accelerator and requires active calculations in order to maintain it, as even a slight error can nullify the effect. A seemingly recent discovery of Eiyū’s due to his abuse of his Redirection, the effect allows Accelerator to manipulate vectors instead of redirecting them. However, even though this would normally control a vast expansion of possibilities within the nature of this ability with the slow dilution of his ability he is now only allowed to do things on a minor scale as to which he at one point could potentially generate earthquakes, Aerokinesis, plasma generation, blood control, and kinetic energy manipulation all of this are now abilities that he couldn’t even begin to dream of achieving yet again without once again focusing all his skill and ability into make this into a magic. Therefore, at this point he can only use his vector control for two potential things these two abilities would be, Flight, and Sound nullifying. However, seeing as this could potentially make this a two plus perk once one ability of vector control is used within a topic the user can only use that said ability for the remainder of that thread.
However, I shall continue to explain the extent of these abilities below:
Flight is rather simply by controlling the wind around him or rather the wind vectors, he creates about four high powered tornadoes behind him to allow him to fly with this ability being able to last about six post and having an eight post cooldown. However, this also don’t just allow him to fly they also have the potential to do damage to an opponent that would attempt to grab them or if they are touched by them.
Damage from wings:
D Rank Can cause small amounts of bruising and/or shallow cuts.
C Rank Can cause small amounts of deep lacerations and tissue damage or medium amounts of bruising and/or swallow cuts.
B Rank Can cause medium size amounts of deep lacerations and tissue damage or Huge amounts of bruising and/or swallow cuts.
A Rank Can fracture average sized bones or cause large amounts of deep lacerations and tissue damage or bruising and/or swallow cuts of every part of a person. Death becomes a possibility at this rank, with all the ranks following having an increased risk of death.
S Rank Can fracture almost all bones and cause extensive deep lacerations to large portions of a person and cause internal bruising and bleeding. Amputation and Severing of limbs begin to occur at this point.
Flight Ranges:
D-rank: 100 feet (about 30.5 meters)
C-rank: 300 feet (about 91.5 meters)
B-rank: 500 feet (exactly 152.4 meters)
A-rank: 600 feet (about 182.9 meters)
S-rank: 750 feet (exactly 228.6 meters)
SS-rank: 900 feet (about 274.3 meters)
However, with sound nullification it is rather simply as by controlling the vectors around his body and creating a second skin of vectors that nullifies sound, when he uses this ability he becomes completely silent not being able to be heard by anything not even someone using sound amplifying magic as he can always adjust his vectors to keep him completely silent however, this cannot be used as a sneak attack attempt on someone during a thread unless it is known to be a combat thread, in addition this ability can only last for five post and then goes on a cooldown for eight post.
Again, thanks for all the great detail on this perk! A few changes need to be implemented, first of all being that this perk cannot do damage and cause flight. That would necessarily need to be two separate perks. In addition, the sound nullification would need to be its own perk entirely, and would be extremely unfair against people who use sound magic or sound-related spells (which could include anything from vibration to music. In any case, the sound nullification perk would need to be edited greatly, but if you decide to go with that I'd love to help you make the changes).
If you do decide to go with flight, I think you might need to explain how he flies. You could always simply redirect gravity's vector around your body, which would, in my opinion, be totally okay as long as you the gravity itself against an opponent. The tornadoes would probably not be okay seeing as how they affect a lot of area and would logically do things like pick people up, but that would, again, be a perk in of itself.
Finally, if you decide to go with tornadoes, you might want to change it so that it doesn't say damage from wings as that can be a bit confusing. You wouldn't be able to fly with the tornadoes, but you could use them to damage as you state. They would need to be within proper range restrictions which can be found
here.
In addition, the ability's cooldown and duration must be appropriate for the character's rank. The same link earlier will specify what that is for each rank, thank you so much!
As to your personality, everything looks great, I could easily find the parts that correlated to his in combat personality (as well as the out of combat which was mostly everything else xD); the only question I have is if you intended to put "Bardo Rebellion" in your personality. I know that was the name of your old character, so I just wanted to see if it was possibly a mistake.
