I guess the first perk will be okay as long as nothing is too overpowered in the way it changes. I trust that you won't go overboard with it, and if you ever have any questions feel free to ask a mod or admin as to what they think.
As to the second perk, please just include the percentages for when it goes onto water. They're the same as the other percentages (since they must be equal on both sides) so just edit that in and I think you'll be fine.
One last thing, you didn't give me any species info about Fire Elementals in your app, so please edit that in!

Just know that for the changed effect, you will be required to describe how it is different from the regular spell in your magic. The effect shouldn't be extremely different, and it is up to the grader of your magic if the change is too drastic. If you're okay with this, congratulations, you're approved!
